在人口老龄化日益加剧、失能失智老年人日益增多的情况下，长期护理保险试点“覆盖面不足、供需错配”的问题日益突出。长期护理保险参保意愿的研究对完善老年护理保障体系具有重要意义，因此本研究以石家庄市长安区老年人为研究对象，采用问卷调查法，基于安德森卫生服务利用行为模型，分析老年人长期护理保险参保意愿及其影响因素。研究发现，老年人有无听说过长期护理保险、居住模式的差异、家庭年收入以及家人的支持情况均会影响其意愿。针对分析结果，本文从扩大长期护理保险覆盖面、加大对长期护理保险宣传力度、健全缴费机制三个维度提出对策建议，以期为石家庄市长安区老年人长期护理保险的推广与完善提供实证依据与实践参考。
Against the backdrop of accelerating population aging and a growing number of elderly individuals with disabilities or cognitive impairments, the pilot program of long-term care insurance is facing increasingly prominent problems such as "insufficient coverage" and "mismatch between supply and demand". Research on the willingness to participate in long-term care insurance is of great significance for improving the elderly care security system. Therefore, this study takes the elderly in Chang'an District, Shijiazhuang City as the research object, adopts a questionnaire survey method, and based on the Andersen Model of Health Service Utilization Behavior, analyzes the willingness of the elderly to participate in long-term care insurance and its influencing factors. The study found that whether the elderly have heard of long-term care insurance, their residential patterns, household annual income, and family support all influence their willingness. Based on the analysis results, this paper puts forward countermeasures and suggestions from three dimensions: expanding the coverage of long-term care insurance, strengthening the publicity of long-term care insurance, and improving the premium payment mechanism, aiming to provide empirical evidence and practical references for the promotion and improvement of long-term care insurance for the elderly in Chang'an District, Shijiazhuang City.
