摘要

在数字中国战略深入推进的背景下，信息化已成为推动机关事业单位管理现代化的重要引擎。文书档案作为机关事业单位运行的重要信息资源，其管理水平直接关系到行政效能、决策质量与信息安全。传统档案管理模式面临着数据碎片化、流程割裂化与存取低效化等诸多挑战，难以适应新形势下高效、精准与智能化的治理需求。为此，亟需在“数智融合”理念引领下，构建以信息技术为支撑的新型文书档案管理体系，推动管理模式的系统重构与服务效能的持续跃升。本研究以信息化视域为切入点，探讨机关事业单位文书档案管理的转型路径与发展策略，旨在为提升治理能力现代化水平提供理论支撑与实践参考。

Abstract

Against the background of the in-depth implementation of the Digital China Strategy, informatization has become a vital driving force for advancing the modernization of management in government agencies and public institutions. Official documents and archives, as key information resources for their operation, directly impact administrative efficiency, decision-making quality, and information security. However, traditional archive management faces challenges like data fragmentation, disjointed processes, and inefficient access, making it unable to meet the demand for efficient, precise, and intelligent governance. To address this, there's an urgent need to build a new official documents and archives management system, underpinned by information technology and guided by the "digital - intelligent integration" concept. This will drive a systematic restructuring of the management model and a sustained improvement in service effectiveness. Using an informatization perspective as the entry point, this study explores transformation paths and development strategies for official documents and archives management in government agencies and public institutions, aiming to provide theoretical and practical references for enhancing the modernization of governance capabilities.
