The evolution of China-ASEAN strategic partnership from the perspective of the belt and road initiative
“一带一路”视阈下中国-东盟战略伙伴关系的演变

摘要

中国与东盟的关系一直是中国对外战略的重要组成部分，特别是在冷战后，随着国际形势变化和“一带一路”倡议的推动，双方的战略合作愈加紧密。本文从国际关系中的角色理论出发，分析“一带一路”倡议下中国与东盟关系的演变。本文首先构建基于角色理论的分析框架，探讨中国国家角色的自我定位及东盟国家对中国角色的预期。接着，结合中国与东盟在经济、政治、文化等领域的合作，分析“一带一路”倡议下双方的战略对接与合作深化。最后，结合中国对东盟的现有政策，提出若干建议，为双方关系的未来发展提供理论支持与实践指引。

Abstract

The relationship between China and ASEAN has always been a crucial component of China's foreign strategy. Particularly in the post-Cold War era, with shifts in the international landscape and the advancement of the Belt and Road Initiative (BRI), strategic cooperation between the two parties has deepened significantly. This paper analyzes the evolution of China-ASEAN relations under the BRI through the lens of role theory in international relations. First, it establishes an analytical framework based on role theory to examine China’s self-perception of its national role and ASEAN countries' expectations of China’s role. Then, by exploring China-ASEAN cooperation in economic, political, and cultural domains, the paper investigates their strategic alignment and the deepening of collaboration under the BRI. Finally, based on China's existing policies toward ASEAN, this study proposes several recommendations to provide theoretical support and practical guidance for the future development of their relationship.
