摘要

医保支付方式改革是进行医疗资源优化,对现有医疗服务行为进行规范化管理的重要手段,对于我国医保支付机制的健全跟优化也有着积极意义。近年来随着我国医疗领域的不断发展,区域点数法总额预算和按病种分值付费(DIP)付费改革模式也进入了试点、推进的阶段,DIP支付背景下对于公立医院运营管理工作也提出了更高的要求。因此我国公立医院还需要就DIP支付背景下对自身带来的影响进行明确,在结合公立医院现有运行模式基础上,从病种成本核算、提高病案质量、优化绩效考核新模式、优化临床路径等方面入手,对医院运营管理中的问题进行解决,进一步提高医院的运营管理水平,保障公立医院的高质量发展。本文主要就DIP支付背景下公立医院运营管理问题和解决策略进行探究分析。

Abstract

The reform of medical insurance payment mode is an important means to optimize medical resources and standardize the management of existing medical service behaviors, and it is also of positive significance to the perfection and optimization of medical insurance payment mechanism in China. In recent years, with the development of the medical field in our country, the DIP payment reform mode has entered the stage of all-round promotion, under the background of DIP payment, higher requirements are put forward for the operation and management of public hospitals. Therefore, public hospitals in our country also need to make clear the impact of DIP payment on themselves, based on the existing Operation Model of public hospitals, to solve the problems in the operation and management of public hospitals from the aspects of the cost accounting of diseases, improving the quality of medical records, optimizing the new mode of performance evaluation, and optimizing the clinical path, etc. , in order to improve the operation and management of public hospitals, this paper mainly discusses and analyzes the operation and management problems of public hospitals under the background of DIP payment.
