Abstract

Soviet scientists were forward-thinking in recognising that the creation of a national computer network would greatly enhance the efficiency of planned economic operations. After more than 30 years of difficult, tortuous exploration, this effort was finally declared a failure. It was not for lack of talent, skill or ambition, but the project's pursuit of broad management and oversight objectives touched the interests of a large number of bureaucracies and caused fierce opposition within the organisation, resulting in the project being built without the necessary resources for support or unity of action across departments.
